The Construction Industry Training Board (CITB) is the statutory skills and training body for the construction sector across England, Scotland and Wales. It's responsible for setting training standards, supporting workforce development and identifying the industry's future skills needs.

CITB is often confused with CSCS, but the two are closely linked rather than the same thing. CITB is responsible for training standards and qualifications, while CSCS (Construction Skills Certification Scheme) issues cards that prove an individual's qualifications and competence for site access. In fact, many CSCS cards require applicants to have passed the CITB Health, Safety and Environment Test as part of the application. That test can't be taken online, either. It must be completed at an approved Pearson VUE test centre to protect the integrity and security of the assessment, so remote sitting isn't an option.

As for funding, CITB is financed through a statutory levy paid by eligible construction employers, based on their wage bills and subcontractor payments. The funds collected are reinvested into grants, qualifications and industry initiatives, helping employers offset the cost of approved training courses.
